The president of the Agriculture, Livestock, Supply and Rural Development Committee (CAPADR) of the Chamber of Deputies and member of the Parliamentary Front for Agriculture (FPA), deputy Rodolfo Nogueira (PL-MS), read this Wednesday (20) an official note in which the committee expresses “concern and repudiation” of the Climate Plan, prepared by the Ministry of the Environment under the management of minister Marina Silva.
According to the document, the plan places most of the responsibility for reducing greenhouse gas emissions on the agricultural sector, imposing cuts of up to 54%, while allowing sectors such as energy to increase their emissions.

The note also criticizes the inclusion of more than half of emissions from deforestation in the agricultural sector's calculations, even when it comes to areas linked to agrarian reform settlements, indigenous communities, and quilombolas. The commission believes this methodology distorts reality and shifts responsibilities onto rural producers that aren't theirs.
Another point highlighted is that the government ignores the efforts already made by the sector, such as the preservation of Permanent Preservation Areas and Legal Reserves, in addition to the increasing use of sustainable production systems.
CAPADR also points out that the Climate Plan threatens rights consolidated in legislation by restricting the legal suppression of vegetation without offering guarantees of incentives or adequate financial resources, which is interpreted as a punitive stance.
The text also criticizes the lack of transparency in the drafting process: the use of unofficial sources, lack of access to the model used, and the exclusion of the National Congress from the discussion. The committee believes these flaws undermine the legitimacy of the proposal and violate democratic principles.
In conclusion, CAPADR reaffirms that the agricultural sector cannot be treated as an enemy of the country, but rather recognized as an essential part of the solution. "Agriculture is part of the solution, not the problem. The Commission will remain vigilant to prevent the Climate Plan from becoming an instrument of attack on the sector that contributes most to national development," the statement states.
