With 339 votes in favor and none against, the Chamber of Deputies approved, last Tuesday (25), Complementary Bill No. 167\/2024, related to the Acredita Exporta\u00e7\u00e3o program. The Federal Government's initiative aims to expand and strengthen the performance of micro and small companies in the international market. The proposal allows the refund of taxes paid throughout the export production chain by these companies, including those opting for the tax regime that simplifies the payment of taxes and contributions, Simples Nacional.<\/p>\n

The bill will now go to the Senate. Once approved, the Federal Government intends to return to micro and small businesses the equivalent of 3% of their export revenues, making sales more competitive abroad. The refund may occur by offsetting the payment of other taxes due and by reimbursement of the amounts to the beneficiary.<\/p>\n

Last Monday, Alckmin had asked the Speaker of the Chamber of Deputies, Hugo Motta, to speed up the approval. On Thursday, the legislative body approved urgency for voting on the matter. On Friday, Congressman Jonas Donizette (PSB\/SP) was appointed rapporteur and, now, on Tuesday, the matter was approved unanimously.<\/p>\n

A partnership between the MDIC and the Ministries of Finance and Entrepreneurship, Microenterprise and Small Business, Acredita Exporta\u00e7\u00e3o refunds 3% of revenue from sales abroad made by micro and small companies, an amount corresponding to the portion of taxes paid throughout the production chain. According to data from the Secretariat of Foreign Trade, in 2024 the universe of micro and small exporting companies represented 40% (11.5 thousand companies) of the 28.8 thousand companies that made external sales in the period. Exports by these companies reached, in the same year, US$ 2.6 billion, consisting mostly of products from the manufacturing industry (72.3% of the total exports made by micro and small companies).<\/p>\n

Strengthening<\/strong><\/h3>\n

Acredita Exporta\u00e7\u00e3o is part of a package of measures by the federal government that seek to strengthen micro, small and medium-sized enterprises (MSMEs). These include Brasil Mais Produtivo, which offers training, support and specialized consulting; Proex (Export Financing Program); Export Credit Insurance, which is backed by the Export Guarantee Fund (SCE\/FGE); and Desenrola Pequenos Neg\u00f3cios, which encourages debt renegotiation.<\/p>\n<\/div>\n
