The European Union has confirmed to the Brazilian government, through an official letter, the return of the pre-listing system, based on nominations from national health authorities, for Brazilian poultry and egg exporting establishments. \u201cThis is great news: the resumption of pre-listing for the European Union. This spectacular and lucrative market for Brazilian chicken and eggs had been closed since 2018. Therefore, Brazil was excluded for seven years,\u201d highlighted the Minister of Agriculture and Livestock, Carlos F\u00e1varo.<\/p>\n

With this decision, establishments that meet the sanitary requirements demanded by the European Union can be nominated by the Ministry of Agriculture and Livestock (Mapa) and, once communicated to the European bloc, become eligible to export. In the pre-listing model, Mapa certifies and forwards the list of plants that comply with EU standards, without the need for case-by-case evaluation by European authorities, which makes the authorization process more agile and predictable. \u201cWe worked for three years on the reopening and, finally, officially, the market is reopened. All Brazilian agribusinesses that produce eggs and chickens and that meet the sanitary prerequisites can sell to the European Community,\u201d he added.<\/p>\n
The official confirmation of the mechanism is the result of an ongoing work agenda with the European Commission throughout the year. On October 2nd, a mission from the Ministry of Agriculture, Livestock and Supply (MAPA) to Brussels, led by the Secretary of Trade and International Relations, Lu\u00eds Rua, presented the European Union with a set of priority requests, including the reinstatement of pre-listing for animal protein, progress in negotiations for the return of fish products, and recognition of the regionalization of diseases.<\/p>\n
Subsequently, on October 23rd, a high-level meeting in S\u00e3o Paulo between Secretary Lu\u00eds Rua and the European Commissioner for Agriculture, Christophe Hansen, consolidated understandings on the bilateral sanitary agenda and recorded the return of the pre-listing system for Brazilian establishments authorized to export poultry meat. This has now been formalized with the receipt of the official letter and allows the Ministry of Agriculture, Livestock and Supply (MAPA) to begin the authorization procedures. The meeting also addressed the progress towards pre-listing for eggs and the scheduling of the European audit of the fisheries system.<\/p>\n

At the meeting, the parties also agreed to resume a permanent high-level mechanism to address sanitary and regulatory issues, with a new meeting scheduled for the first quarter of 2026. The objective is to ensure predictability, transparency, and continuity in the dialogue, reducing technical obstacles and facilitating the flow of trade in agricultural products between Brazil and the European Union.<\/p>\n
With pre-listing reinstated for poultry and eggs, Brazil reinforces the role of its official inspection services as a benchmark in guaranteeing food safety and meeting the demands of the European market, while simultaneously advancing a trade facilitation agenda based on technical criteria and regulatory cooperation.<\/p>\n<\/div>\n
