Brazil has taken an important step towards expanding the use of bovine and buffalo by-products destined for the international market. Bill 4314\/2016, authored by former congressman Jer\u00f4nimo Goergen (RS), modernizes sanitary regulations and authorizes companies that are part of the Brazilian System of Inspection of Products of Animal Origin (Sisbi-Poa) to export materials that do not have food demand in the domestic market, provided that the shipment is made by establishments with federal inspection.<\/p>\n
The proposal, approved by the Constitution and Justice and Citizenship Committee (CCJC) of the Chamber, on Tuesday (18), received wording adjustments and technical corrections presented by the rapporteur, Deputy Cabo Gilberto Silva (PL-PB).<\/p>\n
He highlighted that previous versions of the text contained material flaws and errors in reference to Law 1.283\/1950, which regulates the industrial and sanitary inspection of products of animal origin in the country, compromising normative clarity and potentially generating legal uncertainty.<\/p>\n

Cabo Gilberto pointed out that previous substitutes mistakenly cited article 11 of Law 1.283\/1950, when the correct reference should be article 12, which deals directly with sanitary inspection conditions. According to the rapporteur, maintaining the error could create interpretative loopholes. \u201cThe incorrect reference does not stem from the legislator's intention, but from a material error, which can be corrected. Preserving the reference to article 12 ensures coherence and avoids interpretative contradictions,\u201d he stated.<\/p>\n
He also corrected provisions that, in his assessment, exceeded the Parliament's authority by addressing topics typically regulated by the Executive Branch. "Some sections encroached on the Executive Branch's own competencies. We adjusted these inconsistencies to preserve constitutionality and legislative technique," he explained.<\/p>\n
Export via establishments with federal inspection.<\/strong><\/p>\nWith these corrections, the final text makes it clear that state or municipal establishments integrated into Sisbi-Poa may send by-products without local demand to industrial plants with federal inspection, authorized by the Ministry of Agriculture for export.<\/p>\n
This measure caters to foreign markets that use these materials in various industrial applications and contributes to expanding the use of slaughterhouse waste, strengthening the production chain, and ensuring sanitary compliance in international operations.<\/p>\n
