The Legislative Assembly of Mato Grosso do Sul has opened another chapter in the discussion about the quality and origin of fish consumed in the state. Bill 304\/2025, presented by Representative Roberto Hashioka (Uni\u00e3o), is currently under consideration. It aims to prohibit the importation and sale of tilapia whose origin cannot be verified by fiscal and sanitary documents issued by national producers. The proposal now goes to the Committee on Constitution, Justice and Drafting (CCJR) for evaluation.<\/p>\n

The initiative arises amidst growing concern within the South Mato Grosso aquaculture sector regarding the entry of fish offered at prices significantly below those practiced in the domestic market. According to the author of the project, this movement raises suspicions about unfair commercial practices and distortions in competition. \u201cWhen a product reaches the final consumer at prices lower than the local cost of production, this signals a risk to competitiveness and possible dumping. And the local supply chain, which generates employment and income, is the first to feel the impact,\u201d stated Hashioka.<\/p>\n
According to the text, any tilapia that does not have complete documentation, whether fresh, chilled, frozen, filleted, or processed, will be considered of dubious origin. To remain compliant, commercial establishments must keep, with the product, registration of the Brazilian producer or processor, valid sanitary certifications, as well as batch information, processing date, and traceability.<\/p>\n
The proposal also addresses public health issues. Industry authorities point out that fish is an extremely sensitive product and requires strict inspection controls. Without proof of origin, the possibility of contamination, fraud, or improper handling increases significantly. Hashioka emphasizes that irregular products may not meet "the inspection, residue control, and certification standards required by state authorities," creating risks for consumers and the environment.<\/p>\n

The project is seen as an attempt to ensure market predictability and reinforce traceability practices, which are now considered essential both in the fish supply chain and in other sectors of Brazilian agriculture.<\/p>\n
If approved, the law should represent a new level of rigor in the tilapia trade within the state, reinforcing the value of national production and strengthening economic and sanitary protection mechanisms. However, the topic is still expected to generate intense debate in the ALEMS (Legislative Assembly of Mato Grosso do Sul), especially regarding the balance between free market, effective oversight, and the defense of local competitiveness.<\/p>\n<\/div>\n
