Toledo officially announced on Monday (1st) one of the largest private investments ever announced for the municipality: the implementation of a corn ethanol plant, with an estimated investment of R$ 1.18 billion by the company Hydrographe SA, based in Cuiab\u00e1 (MT). The project, entirely private and without costs for the City Hall, is expected to have a direct impact on the local economy, generating jobs and strengthening agro-industrial chains.<\/p>\n
The plant will be installed on a 60-hectare area near the Luiz Dalcanale Filho Municipal Airport, leased from federal deputy Dilceu Sperafico. The industrial complex, called Toledo Bioetanol, will produce anhydrous and hydrated ethanol, corn bran (DDGS), corn oil, and electricity, items that expand integration with regional production of swine, poultry, and cattle.<\/p>\n

In ICMS (a Brazilian state sales tax) alone, the estimate is approximately R$213 million for the State of Paran\u00e1, part of which returns to the municipality. There will also be an increase in ISS (a Brazilian municipal service tax) and a boost to business tourism.<\/p>\n Installation license<\/strong> According to him, all costs related to the projects, licenses, construction, and operation will be covered by the company.<\/p>\n Services will be contracted within the region itself.<\/strong> Vianei explained that this opens up opportunities for different sectors, from transportation and logistics to food and service provision. "All of this context that comes with it can be addressed by anyone who wants to participate," he emphasized.<\/p>\n Security in negotiations<\/strong> According to him, negotiations with the state government are already underway. "I have no doubt that the region where the plant will be installed will receive intervention and support from the State," he stressed.<\/p>\n According to the mayor, the project reinforces Toledo's agricultural vocation. "There is no other way but to strengthen our own resources," he stressed.<\/p>\n The area was ceded following a family decision, says Sperafico.<\/strong> He assured that it is a low environmental impact industry. "It's a non-polluting industry. Everything that goes in as raw material comes out as a final product, without generating environmental problems," he praised, highlighting that this should facilitate the licensing process.<\/p>\n Sperafico also stated that the official launch of the book will include state officials.<\/p>\n Environmental analysis<\/strong> Hydrographe SA partners Paulo Rangel and Jo\u00e3o Vianei, during the official announcement of the installation of the corn ethanol plant in Toledo: "We will directly contract companies from the local business community."<\/p>\n<\/div>\n According to Bisognin, the most sensitive point is the granting of water use permits. "The permitting aspect must be addressed urgently so that we can move forward with this process," he emphasized.<\/p>\n Corn ethanol<\/strong> He highlighted that Toledo has the necessary characteristics to host the project: a strong agricultural base, a structured animal protein supply chain, vertical integration of production, and excellent logistics.<\/p>\n DDGS should boost pig and poultry farming.<\/strong> Natan Sperafico explained that it is a high-protein ingredient. \u201cIt has a higher protein content than soybean meal and is excellent for animal feed. Furthermore, it has a slightly sweet aroma, and the processing plant does not generate any noticeable odors,\u201d he explained, emphasizing that the history of other regions shows that plants of this type have helped to increase the value of corn and boost poultry and swine production chains.<\/p>\n Laying of the foundation stone<\/strong> After two years of negotiations and studies, Toledo is now beginning the public phase of the project, which is still dependent on formal licensing steps. For the municipality, this is an investment that should redefine the economic dynamics and reinforce its position among the most important agribusiness hubs in Paran\u00e1.<\/p>\n<\/div>\n
\nThe construction of the plant is expected to generate 1,500 jobs over 18 months. Once operational, it will create 150 direct jobs and approximately 2,000 indirect jobs. \nHydrographe partner Paulo Rangel announced that the installation license application will be filed in January 2026. Construction will begin after the license is issued, with an estimated timeframe of 18 to 24 months. "The expectation is to start operations with 1,500 tons of corn processing per day. This will amount to approximately 200,000 cubic meters of ethanol, 160,000 tons of DDGS, 18,000 tons of corn oil, and some other products," he stated.<\/p>\n
\nThe company's director and partner, Jo\u00e3o Vianei, emphasized that the entire service chain should be handled by local companies. "We're not going to outsource. We're going to directly contract companies from the local business community," he assured.<\/p>\n
\nMayor Mario Costenaro stated that the announcement formalizes the company's decision to establish itself in the municipality. \nFederal deputy Dilceu Sperafico stated that the land transfer occurred after two years of discussions with the company and alignment with his family. "I insisted on participating because of the benefit to the city," he said.<\/p>\n
\nThe head of the Water and Land Institute (IAT) of Toledo, Volnei Bisognin, stated that the agency will prioritize the process. The analysis will be carried out through an Environmental Control Plan (PCA). \nVianei also recalled that the first corn ethanol plants in Brazil emerged in 2017, in Mato Grosso, and that today they already represent 201% of the national ethanol matrix. Projections from the Energy Research Company (EPE) indicate that the sector should reach 50% of the national ethanol matrix by 2034.<\/p>\n
\nThe solid product resulting from production, DDGS, is cited as one of the main drivers of synergy with local agribusiness.<\/p>\n
