Starting today, the Ministry of Fisheries and Aquaculture begins a series of reports on the progress and achievements in the fishing and aquaculture sector in 2025. To begin, the National Secretariat for Industrial, Amateur and Sport Fishing (SNPI) presents the main achievements in the area.<\/p>\n
Among these is the increase in fish exports from different regions of the country. By 2025, approximately 118.2 million tons of fish had already been exported, generating revenue exceeding US$397.2 million (equivalent to more than R$2.1 billion). The main species exported were tuna, snapper, croaker, and tilapia.<\/p>\n
According to the National Secretary for Industrial, Amateur and Sport Fishing, Expedito Netto, the actions of the SNPI and the MPA as a whole sought to increase the volume and value of fish exported. "We sought to strengthen Brazil's competitive position in the global fish trade, through the opening of new international markets, the hygienic and sanitary improvements of vessels and industries, and the strengthening of commercial diplomacy," he added.<\/p>\n

Among the measures adopted are the implementation of the National Platform for the Fish Industry (PNIP), the Diesel Oil Program, tax equality for aquaculture feed, as well as mitigating measures against abusive import tariffs imposed by the United States on Brazilian products, which was consolidated with the Sovereign Brazil Plan.<\/p>\n
PNIP is a tool used in the issuance and management of certifications for fishing vessels integrated into the Brazilian fish production chain. According to the director of the Fish Industry Department of SNPI, Jos\u00e9 Luiz Vargas, "this is a milestone for the efficient and transparent management of the sector, increasing the reliability and traceability of the entire fishing production chain, and enhancing the competitiveness of Brazilian fish."<\/p>\n
New markets<\/h4>\n
Another achievement celebrated by SNPI was the opening of 19 new international markets for Brazilian fish. Expedito Netto believes that these results \u201ccontribute to increasing national revenue and strengthening the trade balance, generating employment and income, enhancing the value of Brazilian fish, and improving production processes through the hygienic and sanitary adaptation of vessels and industrial plants.\u201d<\/p>\n
The Economic Subsidy Program for Diesel Fuel Prices for Fishing Vessels was an initiative that, according to the secretary, also strengthened the production chain, given the high cost of fuel for fishing production. In total, more than 150,000 liters of subsidized fuel were approved for the program for 1,651 fishing vessels.<\/p>\n
The AquaBrasil Project gained prominence in 2025, empowering companies to increase the export of ornamental aquatic organisms. Through this project, exporting companies participated in international events, such as the China Pet Show 2025.<\/p>\n
Regulation of Fishing Activity<\/h4>\n
In 2025, the SNPI held seven ordinary and seven extraordinary meetings of the Permanent Management Committees (CPGs) under its coordination \u2014 Tuna and Related Species; Ornamental Species; Demersal N\/NE; Demersal SE\/S; and Pelagic SE\/S. These meetings were fundamental in supporting strategic decisions that resulted in the publication of essential regulatory acts for the management and sustainable development of fisheries in Brazil.<\/p>\n

This year, SNPI also celebrates the launch of the National Plan for Sustainable Development of Amateur and Sport Fishing (PNPAE). The document presents an action plan for innovation and promotion of the sector, focusing on income generation and sustainability.<\/p>\n
During the launch, the director of the Department of Industrial, Amateur and Sport Fishing of the MPA, Sandra Silvestre, explained that \u201cthe Plan is an innovative tool for monitoring amateur and sport fishing. The purpose is to provide information that will support the development of public policies to promote the sector, in accordance with the MPA's commitment to developing amateur and sport fishing throughout the country.\u201d<\/p>\n
Furthermore, the book "Amateur Fishing in Brazil" and a documentary web series on best practices for handling fish and sustainable fishing tourism were launched, and the Virtual Panel of Amateur and Sport Fishing was presented, a tool that provides data on the activity throughout the country. A Memorandum of Understanding was also signed for the development of the Amateur and Sport Fishing Route, in partnership with the Ministries of Integration and Regional Development and Tourism.<\/p>\n
Another noteworthy initiative for recreational and sport fishing was the creation of the Recreational and Sport Fishing Committee, an advisory body linked to the National Aquaculture and Fisheries Council (CONAPE). This body brings together representatives from the Federal Government, civil society, the productive sector, and research institutions, with the goal of advancing the development of public policies aimed at the sustainable development of the sector in the country.<\/p>\n
COP30 \u2013 Industrial fishing, as well as recreational and sport fishing, were also highlighted at the 2025 United Nations Climate Change Conference (COP30), held in Bel\u00e9m (PA), in November. Among the activities, the SNPI (National Secretariat for the Protection of Industrial Fisheries) participated in panels that highlighted the demand for specific regulatory frameworks for ornamental fishing.
