The initiative seeks to contribute constructively to the debate in the National Congress, given the structural relevance of the agreement and its potential normative impacts on the Brazilian legal system.<\/p>\n
Aprosoja MT recognizes the strategic importance of expanding markets and international trade integration. However, it expresses concern about the possibility of broad interpretations that could generate future conflicts between international commitments and domestic regulations, especially regarding environmental and sanitary matters. The legal security of rural producers who operate strictly within Brazilian law must be preserved.<\/p>\n
\u201cA trade agreement needs to strengthen Brazil on the global stage, but it must also guarantee predictability and regulatory consistency internally. It is up to the National Congress to clearly define how this instrument will be incorporated into the legal system, avoiding ambiguities that could result in legal disputes or regulatory uncertainty in the future,\u201d emphasizes the president of Aprosoja MT, Lucas Costa Beber.<\/p>\n
Aprosoja MT argues that the Legislative Decree of ratification should expressly define the strictly commercial nature of the agreement, establish clear interpretative parameters for its application, ensure that the instrument does not automatically alter or supersede Brazilian domestic legislation, and preserve national regulatory sovereignty, especially with regard to current environmental and production laws.<\/p>\n
The organization further emphasizes that this is not about obstructing the agreement, but about institutional prudence. In several European countries, the parliamentary debate has been deepened, with discussions on internal safeguards and mechanisms to protect local producers.<\/p>\n
Given the economic and legal dimensions of the Mercosur-European Union Agreement, Aprosoja believes that the National Congress has a decisive role not only in the formal approval of the text, but also in defining the parameters that will guarantee its correct application in Brazil.<\/p>\n
