The Legislative Assembly of Mato Grosso held a public hearing on Monday (23) to discuss the law that establishes the Green Passport, a socio-environmental monitoring program for livestock properties in the state. Representatives from the Government of Mato Grosso, the Mato Grosso Institute of Meat, leaders from the productive sector and representatives from the municipalities of Colniza and Juara participated.<\/p>\n
The program was presented as a tool to reintegrate producers with some type of environmental irregularity into the formal market. According to the president of Imac, Caio Penido, the proposal seeks to allow livestock farmers to regularize their properties and resume sales, in a scenario where meatpacking plants and buyers impose increasingly stringent socio-environmental demands.<\/p>\n

The state secretary for Economic Development, C\u00e9sar Miranda, stated that the law aims to strengthen the image of Mato Grosso beef in the international market. He highlighted that the project was discussed for almost four years before being approved and assessed that the initiative anticipates possible external demands.<\/p>\n
During the debate, state representative Gilberto Cattani argued that the bill's passage took into account producers of different sizes and stated that the goal was to provide legal security to the sector.<\/p>\n
According to the president of the Mato Grosso Breeders Association (Acrimat), Lu\u00eds Fernando Conte, one of the central points of the program is the Reintegration and Monitoring Program (Prem). This tool was described as a mechanism to allow producers with environmental issues to regularize their situation and return to the formal livestock market.<\/p>\n
Representing the State Secretariat for the Environment (Sema), the Deputy Secretary for Environmental Management, Luciane Bertinatto, stated that Law 13.153\/2025 does not create requirements beyond those already foreseen in the Brazilian Forest Code and that the program focuses on supporting the environmental regularization of properties.<\/p>\n
How does the program work?<\/b><\/p>\n
Approved in late 2025 by Governor Mauro Mendes, the Green Passport establishes the socio-environmental monitoring of cattle and buffalo herds in Mato Grosso, aligned with the schedule of the National Plan for Individual Identification of Cattle and Buffaloes (PNIB).<\/p>\n
Among the required criteria are the absence of illegal deforestation after July 2008, an active Rural Environmental Registry (CAR), and the absence of environmental embargoes.<\/p>\n
The program also includes Prem, aimed at unlocking and regenerating degraded areas. This initiative allows producers with outstanding environmental issues to move forward with regularization and resume sales to meatpacking plants. Currently, more than 160 livestock farmers participate in the program.<\/p>\n<\/div>\n
