The Faep System, together with other entities in Paran\u00e1's agribusiness, argues that the 2026\/27 Crop Plan should include resources of around R$ 670 billion, with R$ 486.3 billion allocated to cost and marketing programs and R$ 183.7 billion for investment. The document with the proposals was sent, on Wednesday (04), to the Ministries of Agriculture and Livestock (Mapa) and Agrarian Development (MDA), as well as the Parliamentary Agricultural Front (FPA) and the Instituto Pensar Agropecu\u00e1ria (IPA).<\/p>\n

Prepared based on technical studies and contributions from rural unions in Paran\u00e1, the document was developed by the Faep System, the Organization of Cooperatives of the State of Paran\u00e1 (Ocepar), the State Secretariat of Agriculture and Supply (Seab), the Rural Development Institute of Paran\u00e1 (IDR-Paran\u00e1), and the Federation of Rural Workers and Family Farmers of the State of Paran\u00e1 (Fetaep).<\/p>\n

\u201cThe Harvest Plan is crucial to guarantee predictability and competitiveness for the sector. We are talking about a challenging scenario for the 2026\/27 harvest, with production costs under pressure. Therefore, we advocate for an adequate volume of resources, rates compatible with the producer's reality, and the strengthening of risk management instruments,\u201d says the president of the Faep System, \u00c1gide Eduardo Meneguette.<\/p>\n

The document was also personally delivered to the Superintendent of Agriculture and Livestock in Paran\u00e1, Almir Antonio Gnoatt, and to the Federal Superintendent of Agrarian Development in the State, Leila Aubrift Klenk, reinforcing the alignment between entities in the productive sector and federal representatives in Paran\u00e1. In addition to the president of the Faep System, the meeting was attended by the president of the Ocepar System, Jos\u00e9 Roberto Ricken; the Secretary of State for Agriculture and Supply, Marcio Nunes; the president of the Federation of Rural Workers and Family Farmers of the State of Paran\u00e1 (Fetaep), Alexandre Leal; and the Director of Business Management of the Rural Development Institute of Paran\u00e1 (IDR-Paran\u00e1), Richard Golba.<\/p>\n

\u201cThe proposals are well received and analyzed by the ministries because they were developed with technical basis and information collected in the field about the intentions of rural producers, in addition to being collectively constructed by all entities in the sector in Paran\u00e1,\u201d emphasizes the manager of the Technical and Economic Department (DTE), Jefrey Albers.<\/p>\n

This initiative reinforces Paran\u00e1's leading role in formulating the Plano Safra (Harvest Plan), the main instrument to support the development of Brazilian agriculture, and highlights the articulation of Paran\u00e1's productive sector with the Executive and Legislative branches in building the guidelines for agricultural policy.<\/p>\n

The compilation also includes proposals for improving risk management mechanisms, with specific recommendations focused on rural insurance and the Agricultural Activity Guarantee Program (Proagro), reflecting the entities' commitment to building a safer, more predictable, and resilient productive environment. The document also highlights measures aimed at strengthening family farming, recognizing its economic, social, and strategic relevance to the country's food security.<\/p>\n

\u201c<\/strong>Given the challenges faced in recent harvests, the measures presented in the document require special attention from the federal government, particularly regarding the volume of resources and agricultural policy. Failure to adopt these guidelines could compromise the development and growth of Brazilian agribusiness,\u201d Meneguette emphasizes.<\/p>\n

Costing and marketing<\/strong><\/p>\n

Within the R$ 486.3 billion, the request is for R$ 50 billion for the National Program for Strengthening Family Farming (Pronaf); R$ 70 billion for the National Program for Supporting Medium-Sized Rural Producers (Pronamp); and R$ 366.3 billion for other producers.<\/p>\n

The entities also request an increase in the annual contracting limit to R$ 4.5 million for other producers and an increase in the cost limit for poultry, pig farming and fish farming activities, carried out under an integration regime not classified as a cooperative, from R$ 240 thousand to R$ 400 thousand.<\/p>\n

Investment<\/strong><\/p>\n

Considering the amount of R$183.7 billion for investments, the document foresees the expansion of the Financing Program for Sustainable Agricultural Production Systems (RenovAgro) from R$8.15 billion to R$9 billion; and the increase of the National Program to Support Medium-Sized Rural Producers (Pronamp Investimento) from R$10.2 billion to R$15 billion, including rural tourism activities.<\/p>\n

In the Program for Modernization of Agriculture and Conservation of Natural Resources (Moderagro) and the Program for Incentives for Technological Innovation in Agricultural Production (Inovagro), the request is for an increase in resources from R$ 3.8 billion to R$ 7 billion, in addition to increasing the credit limit per beneficiary to R$ 4 million and collectively to R$ 12 million.<\/p>\n

As for the Warehouse Construction and Expansion Program (PCA), the demand is for an increase in resources from R$ 8.2 billion to R$ 9.7 billion, an expansion of the credit limit to R$ 250 million for warehouses with a capacity exceeding 12,000 tons, the inclusion of refrigerated storage for products of animal and plant origin, and authorization for the acquisition of used warehouses.<\/p>\n

Fees<\/strong><\/p>\n

For the 2026\/27 crop season, the maximum interest rate requested is 10.5%, depending on the financing line for production costs, marketing, and investment. Under the National Program to Support Medium-Sized Rural Producers (Pronamp), the requested rate is 7%.<\/p>\n

The organizations argue that the 2026\/2027 Harvest Plan should operate strategically, ensuring predictability, adequate financing conditions, and instruments capable of mitigating the effects of still high interest rates on productive activity.<\/p>\n

Among the main points of the document is the strengthening of the Rural Insurance Premium Subsidy Program (PSR). The request is for R$4 billion for the PSR, in addition to the implementation of a differentiated subsidy for predominant crops in each region, such as soybeans, corn, and wheat, which are more vulnerable to adverse weather events.<\/p>\n

The document also proposes transferring the PSR budget to the cash flow of official credit operations managed by the National Treasury Secretariat (2OC), with mandatory application, in order to avoid budget cuts.<\/p>\n

Within the framework of the Agricultural Zoning for Climatic Risk (ZARC), the entities advocate for the allocation of resources so that Embrapa can carry out technical surveys that will support the ZARC \u2013 management levels, thus increasing the reliability of technical recommendations.<\/p>\n
