Less than a month before the announcement of the 2026\/27 Crop Plan, the Parliamentary Agricultural Front (FPA) intensified pressure on the federal government for more resources for rural credit and for measures aimed at producers' indebtedness. In a meeting held last Tuesday (09) with the Minister of Agriculture and Livestock, Andr\u00e9 de Paula, the group presented a series of demands considered priorities for the next agricultural cycle.<\/p>\n

The main request was for an increase in resources allocated to interest rate equalization, a mechanism that allows the government to subsidize part of the financing contracted by rural producers. Currently, the budget allocated for this purpose is around R$13.5 billion. The FPA advocates that the amount be increased to R$27 billion.<\/p>\n

According to the parliamentary group, the increase is necessary to guarantee access to credit in a scenario of high interest rates, rising production costs, and deteriorating financial capacity for some producers.<\/p>\n

More expensive credit and a decline in investment programs.<\/h3>\n

FPA's concern comes at a time when traditional investment lines are experiencing a decline.<\/p>\n

Although the overall figures from the Plano Safra indicate growth in hiring, the parliamentary group argues that the<\/p>\n

The data is inflated by the inclusion of private resources in the total volume announced by the government. Since last year, transactions carried out through the Rural Product Certificate (CPR) have been counted in the overall amount of the program.<\/p>\n

According to lawmakers, this methodology makes it difficult to assess the actual performance of subsidized credit lines.<\/p>\n

Detailed data indicates a decline in strategic programs. Contracts under Moderfrota, aimed at modernizing the agricultural fleet, fell by 54.8% compared to the previous cycle. In Proirriga, intended for irrigation projects, the reduction reached 56.2%.<\/p>\n

Debt is a concern for the sector.<\/h3>\n

Another issue raised with the minister was the financial situation of rural producers. According to the FPA, the combination of tighter margins, increased production costs, high interest rates, and marketing difficulties has put pressure mainly on operating loans.<\/p>\n

Given this scenario, the parliamentary group requested the creation of an emergency funding line for the next Harvest Plan.<\/p>\n

This needs to be addressed separately from the development of the new credit program. "Our concern is that the debt does not contaminate the Plano Safra," he emphasized.<\/p>\n

According to information provided by the Ministry of Agriculture, the announcement of the new Harvest Plan is scheduled for July 1st. The banks have already submitted their requests to the government for the operationalization of the credit lines.<\/p>\n

The amount requested by financial institutions for subsidized operations reaches approximately R$200 billion. Behind the scenes, however, the ministry itself acknowledges that this amount will likely not be met due to budgetary constraints. Even so, the expectation is that the total will exceed the approximately R$113 billion made available in the current cycle.<\/p>\n

Rural insurance and debt renegotiation<\/h3>\n

In addition to credit, the FPA also sought political support from the Ministry of Agriculture for two projects considered priorities by the sector.<\/p>\n

The first is Bill 5.122\/2023, which deals with the renegotiation of rural debts. The second is Bill 2.951\/2024, aimed at modernizing rural insurance.<\/p>\n

The group advocates for a more proactive role from the ministry in working with the government and other involved departments to expedite the processing of the proposals.<\/p>\n

Regarding the renegotiation of debts, Lupion stated that the sector is watching with concern the possibility of the government presenting a provisional measure to replace the bill under discussion in Congress. "We, as the FPA, will offer extremely strong resistance should a Provisional Measure be introduced after so much negotiation," he declared.<\/p>\n

According to the legislator, the level of concern in the sector has increased in light of the growing difficulties.<\/p>\n

Imported milk causes reaction.<\/h3>\n

The meeting also addressed the government's decision not to apply anti-dumping measures against imports of powdered milk from Argentina and Uruguay.<\/p>\n

The position generated criticism from the FPA, which considers it contradictory to acknowledge the practice of dumping without adopting countervailing measures. "It's something that caught us very by surprise, because there was recognition by the MDIC (Ministry of Development, Industry and Foreign Trade) that there is a practice of dumping of milk imported from Argentina and Uruguay, and the decision was simply to do nothing," said Lupion.<\/p>\n

The issue has particularly mobilized producers and entities linked to the dairy chain, who allege unfair competition due to the entry of imported products with prices considered below those practiced in the market.<\/p>\n<\/div>\n
