The Mato Grosso Soybean and Corn Producers Association (Aprosoja MT) highlighted the importance of overturning presidential vetoes to the Self-Control Law (Law 14,515/2022), which took place this Tuesday (17.06) during a session of the National Congress, with the support of the Parliamentary Front for Agriculture (FPA). For the entity, the law guarantees not only the reduction of costs in agriculture, but also the sustainability of production.
With the overturning, the exemption from the obligation to register the production of bioinputs with the competent body is reestablished, prohibiting the commercialization of these products, in addition to the provision that the Federal Superintendence of Agriculture, Livestock and Supply (MAPA) judges and issues first instance decisions in processes related to infraction reports.
Aprosoja MT has always defended this prerogative as an essential instrument to strengthen the autonomy of rural producers, expand access to sustainable technologies and reduce production costs. The Self-Control Law represents a significant advance in modernizing agricultural inspection, transferring part of the sanitary and traceability responsibility to the establishments themselves, while the State begins to play a more audit- and inspection-oriented role.
The president of the organization, Lucas Costa Beber, emphasized that the action represents a step forward for Brazil. “The overturning of the ban on bioinputs not only meets the desire of producers to multiply the crops on farms, but also brings modernity and sustainability, since this technique has been widely used here in our country, reducing the use of chemical pesticides, also meeting the desire of society, that is, it combines cost reduction, sustainability and the use of tools available in nature to control pests and increase agricultural productivity,” said the president, who also recalled that countries such as the United States, Mexico, Costa Rica and the United Kingdom already allow production.
“We thank the Parliamentary Front for Agriculture and the National Congress for their commitment to truly upholding the rights of producers and not responding to the industry lobby that is against on-farm production, but looking at sustainability and defending a right that was already acquired by, not only Brazilian producers, but from several countries around the world,” he added.
The entity's administrative director, Diego Bertuol, spoke about the importance of overturning the veto, especially in guaranteeing legal security for rural producers.
“The veto’s overturn is an important victory for rural producers and especially for legal certainty in the countryside. This provision ensures that inputs produced on the producer’s own farm for exclusive use are exempt from registration, as long as they are not commercialized. So imagine the insecurity of the producer who invested in an on-farm biofactory, based on legislation that has already been approved, and then finds himself at risk of having his production made unviable by a veto. Aprosoja MT has been active in these debates precisely to ensure that producers have visibility and freedom to innovate. It has guided parliamentarians and also participated in working groups,” he highlighted.
The entity also celebrated the overturning of the veto that revoked the tax exemption for Investment Funds in Agroindustrial Production Chains (FIAGROS) – a strategic instrument to strengthen Brazilian agribusiness by promoting integration between the countryside and the capital market. Through these funds, investors can direct resources directly to agricultural activities, allowing the rural sector to have access to new, more modern, accessible and efficient sources of financing.
For Aprosoja MT, this expands the capital base available for agriculture, reduces dependence on traditional bank credit and stimulates growth throughout the production chain. As a result, they become essential for enabling investments in technology, infrastructure and production expansion, consolidating themselves as an essential tool for the competitiveness and sustainability of national agribusiness.
