ABCS requests credit with a longer grace period and expansion of Inovagro in the 2026/27 Harvest Plan.

The Brazilian Association of Swine Breeders (ABCS) submitted a formal letter to the Ministry of Agriculture and Livestock (Mapa) with contributions to the 2026/2027 Crop Plan. The proposals presented by the entity aim to improve credit conditions for rural producers, especially swine farmers, considering the specificities of the sector, which has a constant need for investments in animal welfare technology.

Among the proposals, ABCS highlighted the need for the permanent inclusion of a credit line in the Plano Safra (agricultural plan) aimed at retaining breeding stock, with a two-year grace period for repayment. This timeframe is due to the fact that pig farming has a longer production cycle compared to other livestock chains, requiring approximately nine months between the insemination of the sow and the slaughter of the animals resulting from the reproductive cycle. The sow remains in production for an average of 5 cycles, totaling approximately 24 months.

To support its contributions, ABCS used data from Embrapa Swine and Poultry regarding average costs in January 2026 in the southern states of the country. The survey considered expenses for the acquisition of breeding stock, feed, medicines and vaccines, estimating a direct cost of R$ 6,791.00 per breeding stock over 2.5 years.

Based on the number of independent producer matrices in each region of the country, the association estimates the need for approximately R$ 239 million in resources to serve about 5% of independent producers through the suggested line of credit.

Another topic presented to MAPA in the document was the adjustment of the limit per beneficiary of the INOVAGRO line. ABCS proposes increasing the individual limit to R$ 4.5 million and the collective credit to R$ 13.5 million, considering the investments necessary for structural adaptations of the farms to the requirements foreseen in Normative Instruction No. 113 of 2020.

The calculations involve renovations to gestation facilities, expansion of maternity wards, and investments in climate control and automation, aimed at meeting requirements related to animal welfare and reducing the use of antimicrobials.

Among the proposals, the association also included updating the annual gross income limit for eligibility under the National Program to Support Medium-Sized Rural Producers (Pronamp). The proposal is to raise the ceiling from R$ 3.5 million to R$ 3.75 million, considering the variation in costs and prices in the sector in recent years.

According to the president of ABCS, Marcelo Lopes, the proposals submitted to MAPA (Ministry of Agriculture, Livestock and Supply) seek to align financing options with the realities faced by producers. “The activity demands continuous investments in technology, biosecurity, and animal welfare. Therefore, we advocate that credit mechanisms keep pace with the dynamics and needs of the sector,” he explains.
