MT advances with unprecedented sustainability program in meat production

Governor Mauro Mendes submitted to the Legislative Assembly the Bill (PL) establishing the Green Passport, a program that will allow for comprehensive monitoring of the cattle and buffalo livestock production chain, ensuring that all animals are produced sustainably, from birth to slaughter. Bill No. 1145/2025 will undergo five agenda sessions to receive amendments before being reviewed by the Assembly committees.

The proposal's objective is to establish a sustainability policy for the beef and buffalo production chain in Mato Grosso, utilizing tools such as the Green Passport and Mato Grosso Meat programs. The latter will certify that meat produced in the state meets rigorous sustainability, quality, and traceability criteria.

"This project was developed jointly by the State Government, the Mato Grosso Meat Institute (IMAC), and the production sector. The initiative seeks not only to consolidate the state's reputation in national and international markets, but also to protect biodiversity and promote economic growth with environmental responsibility," emphasizes IMAC president Caio Penido.

In a message sent to the Legislative Assembly, Governor Mauro Mendes points out that the project will bring benefits such as encouraging voluntary environmental regularization, strengthening production monitoring mechanisms, and creating economic incentives for sustainable livestock farming. The proposal also seeks to ensure greater legal certainty for producers and expand access of Mato Grosso beef to high-value-added markets.

Among the objectives of the sustainability policy, as detailed in the bill, are “achieving a balance between economic and technological advancement, food production, and environmental conservation, encouraging the early legal recovery of degraded areas and natural resources through social inclusion.”

"The Green Passport will be implemented in stages, until the entire production chain is monitored. This is a significant step forward for Mato Grosso, which is once again taking a leading role in creating strategies to make its production even more sustainable," emphasizes Caio Penido.

In addition to the Green Passport, which will be managed by Imac, PL 1145/2025 also establishes a tool aimed at producers with environmental issues: the Reinsertion and Monitoring Program (Prem), also managed by Imac.

"PREM will consist of the diagnosis, monitoring, and continuous monitoring of environmental regeneration efforts in irregularly deforested areas," the project states. With the program's support, cattle ranchers will receive technical advice from IMAC to promote the natural regeneration of native vegetation, allowing their properties to resume beef sales while advancing in the environmental regularization process.
