Goiás prohibits the sale of liquid milk made from imported powdered milk.

Governor Ronaldo Caiado has signed Law No. 23,928/2025, which prohibits the reconstitution of imported powdered milk for sale as fluid milk in Goiás. The new legislation addresses a demand from the production chain, given the increase in imports, especially from Mercosur countries, which have been putting pressure on the competitiveness of local producers and raising concerns about the origin and quality of the product offered to consumers.

“This is a crucial initiative for maintaining jobs in the milk production chain, for protecting small producers, and, most importantly, for the population: who will always have a product of high nutritional value, with quality standards and Brazilian origin, in their homes,” highlighted Governor Ronaldo Caiado, considering that the reconstitution of powdered milk into fluid milk is the process of adding water to powdered milk to obtain a liquid product intended for commercialization.

The ban applies to industries, dairies, and any legal entity established in the state. The objective of the new legislation is to guarantee transparency, quality, and respect for products from Goiás. Companies that violate the rule will be subject to fines, product seizure, and even suspension of their sanitary registration. "This law is another step in defending our agriculture, our jobs in the countryside, and also the quality of the food that reaches the table of our people," added the head of the Goiás Executive branch.

Proposed by state representative Amauri Ribeiro, the project is a direct response to the demands of the sector. "This law ensures greater sanitary control and prevents small producers from abandoning the dairy chain," stated the legislator.

Imports

The absence of specific rules for the use of imported powdered milk led, in 2024, to the entry of 649 tons of the product into Goiás, equivalent to 0.35% of the volume acquired by Brazil, all from Mercosur countries. This movement represented US$1.99 million that failed to circulate in the Goiás economy and that could have been directed to milk producers and the state's commerce.
