In a year marked by intense debates, strategic decisions, and structural advancements for agriculture in Mato Grosso do Sul, Famasul concludes 2025 with a robust balance sheet: 331 meetings held up to November and active participation in 271 representations on councils, commissions, and forums. This performance reinforced the entity's leading role in the formulation of public policies, in agricultural defense, and in the construction of technical solutions that directly impact the competitiveness of the production chains in Mato Grosso do Sul.
According to the Famasul Technical Department's analysis, 2025 was a positive year, with sanitary, regulatory, and institutional advancements that strengthened the competitiveness of Mato Grosso do Sul. Even with climatic, tax, and market pressures, the state managed to expand programs, update legal frameworks, and guarantee sanitary safety.
“Famasul acted strategically in defending the interests of producers, seeking to improve the business environment on several fronts. Despite the challenges, 2025 has solidified itself as a year of great achievements that have created a solid foundation for sustainable and competitive growth in the coming years,” assesses the coordinator of the technical department, Tamiris Azoia.
In 2025, some commissions played particularly strategic roles in strengthening institutional capacity and advancing public policies in the agricultural sector. Famasul's work on the CNA's National Equine Commission was one of the highlights of the year, serving as a technical link between national entities in the horse sector and the Mato Grosso do Sul Animal and Plant Health Defense Agency (IAGRO).
“This collaboration allowed us to share technologies developed and applied in Mato Grosso do Sul with other states, such as the Virtual Equine Review and the Transporter App, which have come to be considered as a reference for the model of the future National Equestrian Passport,” emphasizes the coordinator of the technical department.
Family farming
The Federation had a significant participation in the Territorial Conferences on Family Farming, through the State Council for Rural Development and Family Farming (CEDRAF/MS).
Another important representational action, with a strategic role and direct impact for producers, was the ITR (Rural Land Tax) 2025. In total, there were 5 municipalities without readjustment and 28 municipalities with readjustment of up to 7% below the value previously communicated by the municipal governments.
Dairy cattle farming
Through the National Dairy Cattle Commission of the CNA (Brazilian Confederation of Agriculture and Livestock), Famasul contributed to the resumption of anti-dumping defense studies, a strategic item to protect the industry and producers against increased imports.
Another milestone was Mato Grosso do Sul's entry into the Southern Brazilian Dairy Alliance, with active participation in the Export Working Group, supporting proposals to expand international markets, adjust milk solids content, and encourage industrial competitiveness.
In the state, Famasul worked directly with the Dairy Sector Chamber to develop PROLEITE, launched during Expogrande 2025. Among the results, noteworthy achievements include the signing of a Cooperation Agreement between Semadesc and Senar/MS for protocols related to IATF (Fixed-Time Artificial Insemination), embryo transfer, and the Extraleite Program, which provides financial incentives during the critical dry season.
Traceability, animal health, bio-inputs, and combating wild boars.
Famasul also played a role in building the National Program for Individual Cattle Traceability, advocating for appropriate implementation deadlines and avoiding immediate financial impacts on producers.
The achievement of Mato Grosso do Sul and Brazil as foot-and-mouth disease-free zones without vaccination concluded almost a decade of continuous work. Famasul contributed directly to this achievement through its ongoing participation in the State Management Committee of the 2017–2026 National Program for the Eradication of Foot-and-Mouth Disease (PNEFA), with strong technical involvement in guiding producers on surveillance, monitoring, and the transition to the new status. In 2025, the 8th Forum of the PNEFA Strategic Plan registered a record attendance, with 130 in-person participants and 280 online, demonstrating the sector's engagement.
At the III State Forum on Climate Change, the organization assumed the vice-coordination of the Technical Chamber on Coexistence Conflicts between Human Populations and Wild Boars/Wild Pigs, deepening analyses on the economic impacts and sanitary risks of invasive fauna.
At the federal level, it provided technical contributions to the debate on the Bioinputs Law, ensuring improvements in the regulatory framework, legal certainty, and adequate conditions of use by producers.
Fish farming, poultry and pigs
Fish farming received one of the most significant fiscal advancements of the year. Responding to a long-standing demand from the Sectoral Chamber, the State Government published a decree that eliminated ICMS (a state sales tax) on domestic sales of fresh and frozen fish and reduced the tax to 1% (amount in liters per day) on interstate transactions, making the supply chain more competitive.
In the animal protein sector, Famasul, through the CNA's National Poultry and Swine Commission, played a central role in the return of Foniagro, a national forum representing integrated producers. This collaboration strengthened the dialogue between industry and producers, consolidating the state as a benchmark in the integration system.
There were also important advances in contractual relations, where consultants from CNA/Famasul conducted meetings with CADECs (Monitoring, Development and Conciliation Commission for Integration) of the poultry industry, resulting in improvements in the price paid to the producer and greater balance in the terms of the contracts.
Tax incentives for pulses
Based on a technical study by Famasul in partnership with Aprosoja/MS, the State Government published Decree No. 16,649/2025, granting ICMS deferral on internal operations of carinata, chia, sesame, chickpeas, lentils, and flaxseed. The incentive reduces costs, stimulates local processing, and strengthens productive diversification.
A year of progress
The results from 2025 have laid a solid foundation for further progress. The forecast is for an even more dynamic 2026, with structural improvements, expansion of public policies, and strengthening of production chains.
To that end, Famasul and Senar/MS reinforce their commitment to standing alongside producers, expanding sanitary protection, training the workforce, stimulating competitiveness, and representing, with firmness and dialogue, the interests of agribusiness in Mato Grosso do Sul.
