Starting this Wednesday (07), the Over-the-Counter Sales Program (ProVB) will once again be operational in all Storage Units (UAs) and Satellite Sales Units (USVs) of the National Supply Company (Conab). With the publication of Interministerial Ordinance No. 35, of December 30, 2025, from the Ministries of Agriculture and Livestock (MAPA)/ Finance (MF)/ and Agrarian Development and Family Agriculture (MDA), the resumption of the execution of the Program in all of the Company's sales centers is authorized.
Therefore, the resumption of corn sales is authorized in the 20 states and the Federal District that already implement the Program: Acre, Alagoas, Amazonas, Bahia, Ceará, Federal District, Espírito Santo, Goiás, Maranhão, Mato Grosso, Minas Gerais, Pará, Paraíba, Pernambuco, Piauí, Rio Grande do Norte, Rondônia, Roraima, Rio Grande do Sul, Sergipe, and São Paulo.
The administrative act also establishes that the state-owned company may, later this year, purchase up to 50,000 tons of corn, in bulk or bagged, through public auction, to meet the Program's needs, if there is not sufficient public stock of the product in the federative unit for up to 90 days for commercialization, or if the cost of the corn to be acquired through auction, including logistics costs, is lower than that of the corn already purchased and stored previously. However, purchase auctions are only permitted in federative units where the market price of the grain is above the prevailing minimum price.
The decree also establishes a limit of up to R$ 80 million for price equalization in corn sales carried out under the ProVB program in 2026. However, corn acquisition operations will only take place if there is budgetary and financial availability to carry them out, as provided for in Law No. 14,293, of January 4, 2022, which regulates the ProVB program.
The ProVB
The Conab's Over-the-Counter Sales Program (ProVB) aims to guarantee access for small rural producers to public stocks of agricultural products through direct sales at prices compatible with the local wholesale market. The program democratizes the marketing of Federal Government products, offering equal opportunities compared to large buyers. By ensuring the supply of inputs to small farms, ProVB stimulates income and job creation, strengthening family farming and reducing rural exodus. Furthermore, it contributes to regional development and food security by keeping livestock production active in different parts of the country. In this way, the program consolidates itself as an important tool for social inclusion and support for sustainability in the countryside.
